Diringer and Associates is a California-based health policy consulting firm specializing in research, program development and evaluation. Since 2001, Diringer and Associates has provided nonprofit, governmental and philanthropy clients with solutions crafted to meet the unique challenges of their health care issues.
Diringer and Associates works with its clients to develop and evaluate sound programs to enhance the health of underserved populations, expand health coverage for children and workers, improve physical and oral health, and document the growing needs of the region’s underserved areas. Among the services provided are technical assistance in strategic planning, fund development, data analysis, facilitation, community relations, media strategies, report writing, and program design, implementation and evaluation.

Diringer and Associates draws on a professional consulting network of doctorate and masters level experts in maternal and child health, oral health, epidemiology, data analysis, health law, program evaluation and research.
Joel Diringer, JD, MPH, the firm’s founder, has worked for more than 30 years in the nonprofit, health, government and philanthropic sectors in areas including access to health coverage, farm workers and rural health, oral health, multicultural populations, breast cancer treatment, and community organizing. Joel was one of the original senior staff at The California Endowment, California’s largest health foundation. He was also an attorney and health policy advocate for California Rural Legal Assistance from 1983 to 1996. Joel received a Masters in Public Health from Harvard University School of Public Health, specializing in policy and management. His law degree is from King Hall School of Law, UC Davis, where he was named Year 2000 Alumni of the Year and founded the King Hall Legal Foundation.
Becca Carsel, MA, has eighteen years of experience as a successful grant writer, program evaluator, and project administrator. Skills include group facilitation, research, survey development, focus groups, and data analysis. In her capacity as grant writer, Becca has written over $22,000,000 in successful grant applications to federal and state agencies and private foundations. Clients have included school districts, colleges, government agencies, and nonprofits. Over the past three years, Becca has consulted with local agencies on ways to collect and interpret data to improve programs and quantify results. Becca received her Bachelors degree in Environmental Studies from the University of California at Santa Cruz and her Masters degree in Educational Leadership from Minnesota State University.
